2) I didn't notice the debate in Congress, the reconciliation of the House and Senate bills, the signing ceremony in the Rose Garden... Whence cameth this law? Regulation, you say? Where is it written in the Constitution that Congress may, from time-to-time, delegate its legislative authority to officers of the executive branch? Of course, silly! It isn't. The regulation is unconstitutional and, per John Jay or Marshall or one of them, null and void.
