That's the wrinkle. Even if the rag masks worked, the way they are worm, or mis-worn, would make them useless.

Good ol' annual MOPP training. Tolerable until someone decides to yell "GAS!-GAS!-GAS!" then it was masks and hoods until that someone determines "All Clear"

The charcoal gray leisure suit. Try starting a 3/16 inch nut in those gloves.

For a period of my working life was in charge of safety and also a call out for HazMat with the county FD.
If I sent a guy to sweep wearing what government says to wear for the wuflu, the legal implications would have been bad enough. We didn't even stock a dust mask, it was a respirator with the proper cartridges.
Masks are theater

Instance 1,000,372 of People Who Should Know Better conflating cloth masks with gear to protect the wearer.

You want PPE for you, you wear an N95 or better.
You're wearing snot catcher masks to protect everybody else from you. And your cough and sneeze particles that fly out 20-30'. This is Epidemiology 101, since about 1870.

FFS, you don't put a diaper on a baby to protect him from crapping himself.
You put it on him to protect him from crapping everywhere else.

And yet, everyone is mystified why Kung Flu is still even a thing, which is as dumb as dumbass DeBlasio wondering why it went crazy in NYFC when they left the freaking subway open for a year, and shoved infected people into nursing homes along with healthy ones.

Disease doesn't low crawl up the driveway and butt-rape people.
Cover your coughs, and wash your nasty hands, and anything stops spreading.
But people aren't that smart, which just gives the idiots in charge carte blanche to ruin the economy and push poison not-a-vaxx that much harder, because they can.

With the way people wear masks, I highly doubt that there's any benefit to them at all. They wear them for an hour, take them off, shove them in their pocket, pull it back out later and put it back on, all while touching whatever items they need or want to touch. I've worked in a hospital. I've seen how masks should be worn, and how to deal with making sure you don't get contaminated. What I see out and about? The masks are essentially worthless.

Oh, and I'm not allowed to wear an N95 in federal buildings. Or on airplanes.
