Crotalus, he's doing a Permanant Change of Station, in civilian terms, he's re-assigned to duty elsewhere.
The blogger here is a good soldier, so he's following the security rule about PCS orders being for "Official" eyes only. Sort of a nutso policy, since in my military days, troops were encouraged to show those orders to merchants they had accounts with, for purposes of demonstrating the legitimacy of the fact their address was changing.
