File a civil lawsuit against him, and if he doesn't own the car (say, a friend of his, or the bank or finance company), include the owner of the car. Go after whoever has the deep pockets. Include his employer and landlord if you can track them down. Call the local District Attorney and demand that full charges be pressed for the assorted criminal charges (reckless driving, destruction of private property, vandalism, and all of the vehicular charges).
Hurt him in the pocketbooks, along with anyone who has made it possible to live here.
Luckily I don't actually own this house - I just rent. My landlord is already hunting people down, and his insurance company will be going after the people they can with regards to culpability.
Were this my house, I'd be on a rampage. One way or another, the fence will be rebuilt.
If nothing else,a good imaginitive lawyer can make this Mextard's life infinitely miserable for the forseeable future. Make him an example, a dead broke example, who can only dream of the luxury of living in an armadillo hole in the desert. An overpriced, rented armadillo hole.
