It's up to the house of Representitives. They control the purse strings. All the House needs do is not fund the FBI. In one year it will cease to exist. Same with the TSA, EPA, BATFEIEIO or any or all of the Extra-Constitutional "Alphabet" agencies most of which need not exist at all. Simply devolve those responsibilities to the States, reducing Federal tax collection and leaving the money in the States. One of my pet (as opposed to fur and meat)Peeves is the National Park System. Give the property back to the States, encourage hunting and fishing on park property as well as now Federal Recreation, and BLM lands. In short, reduce Federal Gov't. involvement in land and people management to pre Teddy Roosevelt Constitutional limits.
